Depends what you mean by "handle". AFAIK, PC-DOS, DR-DOS & OS/2 don't read
longnames from floppies. Neither does MS-DOS in MS-DOS mode. Don't you suppose
some who have just had a failure attempting to install Mandrake might not
understand that report.bug.gz is the same thing as REPORT~1.GZ?

Many people are asked to submit the installation bug report to developers. Often
this requires a rescue boot and transfer of this file to a floppy for submission
to the deveopers by some other system. This other system may not be able to read
a Linux native formatted floppy, so this file should be easily transferrable to
a FAT formatted floppy, which requires filenames in the 8.3 format. A change of
the installation error log filename would facilitate this procedure by those not
familiar with copying and renaming in a single command line process.
