This is normal behaviour of urpmi when dependencies gets broken by packager.
new version of libpq.so.3 has been uploaded and old one has been removed whereas

Not sure if this is urpmi's problem or perl-DBD's problem.
[root@localhost root]# urpmi perl-DBD
ftp://ftp.club-internet.fr/pub/unix/linux/distributions/Mandrake-devel/cooker/i586/Mandrake/RPMS/perl-DBD-Pg-1.21-1mdk.i586.rpm
installing /var/cache/urpmi/rpms/perl-DBD-Pg-1.21-1mdk.i586.rpm
Installation failed:
libpq.so.2 is needed by perl-DBD-Pg-1.21-1mdk
Isn't this what urpmi is for ... to find report and get the other rpms needed to fix a
dependency? Of late it seems more worried about the fact that I don't have msec
than finding rpms I want installed. *grin*
