As of 9.1 RC1, this is not fixed.  kdenetwork-kppp package must be manually
installed (it's not installed automatically as part of KDE desktop
installation).    I'm afraid a relatively inexeperienced user would not be able
to figure out what's wrong (and without a dialer, wouldn't be able to ask for
help, either).

On 9.1 beta 3, selecting an install of kde workstation did not automatically
install the kdenetwork-kppp package.  At first, I thought it might be because I
didn't have modem installed (well I had a winmodem, installed, but it doesn't
work until I install drivers for it), but I noticed the gnome-ppp package
installed. the kdenetwork package installed, just not the kdenetwork-kppp.
