There is a new apache2-suexec package, it's in Contribs (temporarily), but will
be moved to Cooker as soon as QA accepts it.
As for gettext and horde, it has been fixed last weekend, get the latest versions:

You still don't have a suexec package to work with apache2, why? And it's not
possible to use Horde 2.2.1 with any of the apache's because it says it doesn't
have gettext support.
