drakconnect bug.
you may want to try drakconnect from cooker drakxtools (9.1-3mdk),
there were quite a lot of bug fixes

Trying to install an external modem fails because module serial is not in the
system.
I've tried in different machines (Compaq Deskpro P-II-266, custom built
Dual-AthlonMP) and with different modems (external US Robotics Courier
V.Everything/V.34 and an external MultyTechSystems Multimodem MT2834ZDX).
Launching Harddrake from console shows this info:
