The "problem" is with Mozilla. Galeon depends on Mozilla. To get Galeon 1.2.x - the GTK+ 1.2 branch - you need to compile Mozilla with GTK+ 1.2. This means one more crappy GTK 1.2 app and (I think) it also means you can't use nice Xft/fontconfig rendering in Mozilla. Since more people use Mozilla than Galeon, I think it's best to have a really nicely working Mozilla and a beta Galeon than a worse version of Mozilla in order to have a stable Galeon.
