You're right, the file /etc/emacs/site-start.d/emacs-php-mode.el is broken:
(autoload '%{rname} "%{rname}" nil t)
(setq auto-mode-alist (append '(("\\\\.php3?\\\\'" . %{rname})) auto-mode-alist))
Shouldn't be too hard to fix.
BTW the xemacs package contains it's own version of php-mode.

Even if you install mode_php emacs doesen't use it. It doesen't appear in the
with M-x options. However if have xemacs installed the mode is available, but
only in xemacs.
