This was with the CUPS web interface. The printer was just getting ready to start a 
job of 
several pages. The "lprm" command works both when issued by the user or by root. The 
CUPS 
web interface cannot cancel anything (neither user nor root). This includes jobs that 
are 
queued. 
 
I also notice that the cups interface intermittantly claims that there is no printer 
installed. 
Subsequently, the only way to get to the printer page is to type 
localhost:631/printers/HPLaserJet1100 or click on "show completed jobs" and then click 
on the 
printer link there.

After a default installation of Mandrake 9.0, it is necessary to login as
root in order to cancel user print jobs. Not being allowed to cancel one's own
print jobs is rather strange to say the least.
