Yes, the automatic choices for localized packages is not optimal.
It's too late for fixing for 9.1 though. I'll fix for the
following release of Mandrake.

I run an en_US/fr_FR install. When selecting a package that has localized 
dependancies, I notice that French packages are selected but not English ones. 
This held true for me with aspell (installed as part of Evolution, during the 
inisital RC1 install from CD) and OpenOffice documentation (installed when 
choosing OpenOffice, using the latest cooker release of rpmdrake through mcc).

This is despite my global 

I'm not sure if this is a urpmi issue, or a function of the mcc/install panel.

I would expect one of two types of behavior:
- pakcages for all installed languages are automatically selected, but can be 
deselected
- packages for only the primary locale are selected (or, if not possible, the 
selected global locale -- i.e. the one for root/users without their own 
settings)

(NB the CD installer gives the impression of a "main language" and "secondary 
languages" due to its layout; I expect this might be a point of confusion if 
l10n only has a "currently selected global" rather than a "primary even if 
another is current global")

I've noticed something commented about this before, but I don't think I've ever 
seen it generalized. Sorry if it's a dup.
