Disabling the numlock service and restarting X fixes this problem for me.

Not only that! It also fixes my long standing problem with metacity not setting
window focus after clicking into window - a bug I quarreled with Frederic Crozat
some time ago.

So it seems numlock service screws things up for GNOME a big time.

For the record, here is my new xmodmap (numlock service disabled):

xmodmap:  up to 2 keys per modifier, (keycodes in parentheses):
 
shift       Shift_L (0x32),  Shift_R (0x3e)
lock        Caps_Lock (0x42)
control     Control_L (0x25),  Control_R (0x6d)
mod1        Alt_L (0x40)
mod2        Mode_switch (0x71),  Mode_switch (0x74)

mod5        Scroll_Lock (0x4e),  Mode_switch (0x71)
 
Whether I have numlock enabled or disabled, NumLock behaves like always
*enabled*, but its LED is *off*.

In 9.1rc1, the Metacity shortcut keys (like Alt+F4 to close and Alt+F7 to move)
just don't work at all. This is a major problem for accessability reasons and
for people who prefer minimal use of the mouse.
(I've observed this using nl locale, if that matters)
