Sure enough, there is a missing > at line 2 of 00_manual.conf
This causes apache to not start:
# service httpd start
Starting httpd2: Syntax error on line 2 of /etc/httpd/conf.d/00_manual.conf:
+<Directory> directive missing closing '>'
[FAILED]
