After a successful install with Tajik as the primary language, all subsequent
boots cause the displayed text to be incorrect during boot.  One of the very
first lines during boot indicates that boot is in koi8-k mode.  Tajik is in UTF8.

After finishing boot, running in KDE, the text mode is correct as the dialog
boxes display correctly.

However, during shutdown, if successful, does run and display in UTF8.  But
often the shutdown halts with a script error message ";2R"  Only pushing the
reset button allows the system to restart.
