I installed using Dutch language and have not tested if this problem appeared also in standard English installation. At the point where you create users there are four buttons on the bottom of the frame. I created an account but got stuck because there were only three buttons at the bottom of my screen. This way I was only allowed to keep adding users. I tried to use the tab button to reach the hidden button and it worked, but if one does not think of this the installation progress would be impossible to complete. at least in Dutch installation mode.
