In order to clear the problem the serial_cs has to be removed and reloaded (modprobe -r serial_cs followed by modprobe serial_cs) The modem then functions correctly after this. This problem currently happens with two different brands of pcmcia modem cards, so is not modem specific, and these are NOT WinModems. This problem has been around for some time, is not a new bug.
