Its obvious from here that X has: 
- detected the monitor type and manufacturer 
- detected that it supports EDID 
- obtained DDC related info 
- detected various supported modes including mode #5 (hsize: 1024  vsize 768  refresh: 
85) 
which I am currently using.  
 
So your reasons do not apply. Obviously XFdrake is not utilizing the info that X 
already has 
and defaulting to a lousy 70Hz.

are very inadequate and should be something more realistic like this: 
 
    HorizSync 30-70 
    VertRefresh 50-90 
 
Currently, XFdrake has no option for setting the refresh rate.
