This is not a bug on ppp itself, so I'll assign it to the installation team.
It gets installed if you specify a method of connection that uses ppp, or if you
choose a front-end, such as kdenetwork-kppp, rp-pppoe, diald, gpppwrap, etc.
It *could* be installed by default, but I don't have the final decision on this.

I had to manually select ppp on installation as a individual package. This
should be installed by default as a network client.
