Could you try launching drakconf with

LC_ALL=zh_CN LANGUAGE=zh_CN drakconf

if that doesn't work, try with:

LC_ALL=zh_CN LANGUAGE=C drakconf
 
if that works then it means the problem came from the translations,
and has been fixed since then.

Do also a "locale" command and see what locale values are used for
the LC_* variables.
If it is "zh_CN.UTF-8", "zh_SG" or "zh_SG.UTF-8", there are missing
files for them in XFree86 (it will be fixed);
you can fix it yourself by editing the file
/usr/X11R6/lib/X11/locale/locale.alias and adding that line:
zh_SG:          zh_CN.eucCN
and editing /usr/X11R6/lib/X11/locale/locale.dir to add this one:
zh_CN.UTF-8/XLC_LOCALE: zh_SG.UTF-8
and to copy the file /usr/X11R6/lib/X11/locale/zh_TW.UTF-8/XI18N_OBJS
into the /usr/X11R6/lib/X11/locale/zh_CN.UTF-8/ directory.

So many Chinese users complain that after they choose the language Chinese 
Simplified at installing time,and finish installation,they find that the
