The userdrake tool cannot be started from either gui or command line. At command
line, it
display the following message:
** WARNING **: userdrake: the file password is busy (/etc/ptmp present)
the next message shows from both command line and gui:
Cannot lock user lib,
file /etc/ptmp or /etc/gtmp exist
