I changed the require so that mysql-common is installed first and create the
correct users.

When I install mysql on a machine with no mysql installed, I get a few errors.
Apparently perl-DBI and MySQL-common expect that a mysql user already exists.
Also the postinstall script of MySQL seems to expect a running database.
