In other word, some windows are always behind others. To see this, click on a city to open the dialog city, and then click on an unit to open the unit dialog, you will see that the unit dialog sty behind the city dialog even if it has the focus. To access the unit dialog I have to move it in a place where the city dialog doesn't hide it. This problem is not related to city-unit dialogs only, but also for many others dialog.
