Texture really doesn't have anything to do with it. If they're baked in a
pan and have to be cut they're bars. If they're dropped by teaspoon or
tablespoon full, rolled out and cut or sliced and baked, then they are
cookies.

Bars are usually thicker, and they are usually cut after cooking.
