No, Becky, to answer your question about powdered sugar; it is not the
same.  Here is the breakdown:

The different types of sugar pack down differently and have different weights

Granulated sugar: 2 cups in a pound
Brown sugar: 2 1/2 cups in a pound
Confectioner's (powdered) sugar: 3 1/2 cups in a pound
