You can buy overlays premade or at least the labels. You have to place them
yourself with a sighted person because microwaves are not standard. I know
the Braille institute and the American Printing House as well as either Maxi
Aids or one of those companies carry them.

Some companies will have them free. I use c d labels and they work

I don't know about overlays. I always use a braille labeler and dymo tape.
