There is no one answer for every recipe. If your recipe already has a lot of 
complex flavors or if it's got a lot of very strong spicing, especially high 
fire peppers, then it's probably better to go with a normal tortilla or wrap 
bread, as the flavored ones may, at worst, muddle flavors or at best provide no 
benefit to the taste. For more subtle flavors or when you've got a flavor you 
want enhanced, like for instance a dish with a hint of spinach that you'd like 
more of that by adding a spinach flavored tortilla, the flavored varieties are 
better. And always take anyone who tells you that one type of tortilla is 
always better than another kind with skepticism, as that kind of response is 
almost always a personal opinion based on something other than the needs of a 
dish and its mix of flavors. I have some things that I wouldn't dream of using 
any flour tortilla on, flavored or not, while others wouldn't be right with a 
corn tortilla. And in some cases it doesn't matter at all which I
  use or if it's wheat or flavored or whatever. It's a recipe specific thing 
and also something specific to the tastes of the people eating it.
