Good idea! I suggest starting by examining the documents already mentioned (by Dima, Patrik, Jaap and me), one or more of which may already match the need, or come close. I know that the AFNIC doc was prepared with a view to being accessible to policy-makers rather than just technical experts. I have to confess that I am not yet familiar with the others.
