The Commission has not backtracked - the Register article is incorrect

See the official sources below:

http://europa.eu/rapid/press-release_MEX-18-3583_en.htm

The draft Regulation is available at:

https://ec.europa.eu/info/law/better-regulation/initiatives/com-2018-231_en

The new proposals are completely unrelated to Brexit and stem from an ongoing
review of .eu that the Commission kicked off over a year ago.

Under the new proposed regime the registration criteria would be expanded
beyond residents of the EU to encompass EU citizens regardless of location. No
details have been provided on how they foresee that working and based on my
experience as a registrar I have serious concerns about how that will work in
reality
While the new policy will help EU citizens who are resident in the UK (and
elsewhere) it's not going to undo the EC's bizarre approach to dealing with the
300k+ .eu registrants in the UK, which also includes Northern Ireland.

Regards

Michele
