Doug has sent me the solution off-board.
It is an option in curlew_oli_custom.py that causes the scroll wheel
not responding.

Maybe some mouse settings changed on your machine? Previously I have
seen that the mouse wheel (signal) gets somehow stuck when pressing it
and the mouse it stuck in permanent translation mode. Sometimes
updating/checking the mouse driver worked for me as well.

I was having the same problem with both my Mac and Centos machines
running 0.9.6.
I didn't have the problem with a ubuntu machine and was able to narrow
the problme by comparing the startup histories.
Since our ubuntu machine is set up slightly differently to use our
NFS, a different .preferences file is getting read.
Going through the 0-coot-history.py file I found the issue is
*curlew_oli_custom.py*which*was not*loaded in the ubuntu startup.
I had used curlew to install Olivers custom menu and it is this
customization that causes the problem.
The problem shows up in the history.py:

Really not sure why scrolling should be turned off here but reading the
remarks in .coot-preferences/curlew_oli_custom.py
it seems that this allows you to use the +/- keys and numeric 1-9 to
step through various levels.
Maybe useful but it turns off your scroll wheel.
So you need to edit the .coot-preferences/curlew_oli_custom.py
and change *set-scroll-by-mouse-wheel(0) to *set-scroll-by-mouse-wheel(1)**

I originally asked Paul Elmsley for help and after I found the answer he
replied
"In the future, you can use
$ coot --no-startup-scripts
that would have readily told you that the ball was in your court, not
mine (or ours).
Paul."
So if the fix above doesn't work for you, you could always try that.
If that still doesn't work you could try putting
**set-scroll-by-mouse-wheel(1)**
in
~/.coot-preferences/coot_preferences.py
