Correct.  They are also missing from s390x.
Below is the epel8 issue regarding this, that has the full list of
packages missing.

I have been told that the RHEL team is aware of this problem, and have
several bugs open because of it. I have also been told that it will
not be fixed in RHEL 8.1. Let's hope for RHEL 8.2.
