Hadoop 0.16 is now feature frozen. Only blocker *bugs* will now be considered for this release. I have removed the "fix in 0.16" designation for 74 bugs that were not marked blockers nor patch available.

Let's delay branching for 0.16 and hold off committing 0.17 patches to trunk until all the current patches are committed. That way we can avoid having to merge all these to the branch. Okay?
