Currently HOD provides a 2 level of configuration hierarchy - the hod
configuration file, and command line options, with command line options
overriding. At a minimum, there must be atleast an option to have an admin
configured, non-overridable hod configuration file which can be used in
addition to the 2 levels above. We could also generalize this to multiple
levels in the same manner.
