Here is a patch to set memory limits for pipes and streaming tasks.
As suggested by Sameer in offline, I didnt introduce any new config item here. 
Now Java tasks are still managed by Xmx limit. Pipes and streaming are set 
memory limit with max memory of parent java task. i.e. Pipes and streaming 
tasks are started with 
ulimit -m Runtime.getRuntime().maxMemory() / 1024
