Currently, HOD polls the jobTracker to get list of jobs and checks how many
jobs are running. This has the flip side that very short running jobs are
missed by HOD. In practise, this has not been a problem. However, it can
definitely be made more foolproof and we can check based on the completion time
of the last job run.
