HOD changes were originally documented in the CHANGES.txt file.
However, to assist ease of commiting patches - as hod committers (me) don't
have access to the main CHANGES.txt file, and also because HOD is typically
deployed and installed to separate locations, it made sense to have a separate
CHANGES.txt for HOD. This is already present under src/contrib/hod. This issue
is to remove the older entries in the main CHANGES.txt, so there is no
duplication.
