Maybe till we have fetched 90% of the map outputs, we should do exponential
backoff and after that we switch to fixed time smaller backoffs. But in the
case of multiple jobs running in the cluster this policy might not be ideal
(since the same tasktrackers might be serving outputs from multiple jobs).
