Fix Version/s: 0.18.0
I think we can include this in 0.18. We won't distributed the ftpserver jars
in the release package.
It would be nice is to make it so that, if you unpack a release and run unit
tests, they pass. So we should probably skip the ftp unit tests when the
ftpserver jars are not present.
