Tests for DFS command line interface

I committed a set of tests to validate the DFS command line interface (via HADOOP-3100). Changes to the DFS command output may trigger a failure of this test (TestCLI). If you are adding new commands, please add in new tests. If you are changing command line output, please try and stay as close to POSIX as possible, and update the test.
