Another option would be to create a sandbox sub-project. This would serve as an
incubator of sorts for entities that wanted to be Hadoop sub-projects with it's
own mailing lists and builds. A sandbox project that meets some bar could
become a sub-project. Don't know if this is possible or has a precedent in
Apache. It would have the advantage of enabling us to mostly decouple
administration from Hadoop Core.
It should be possible to set up Hudson so that sandbox regressions run
regularly against the Hadoop trunk.
