Create network topology plugin that uses a configured rack ip mask

We should have a Java class that answers network topology questions by
implementing DNSToSwitchMapping by using the host's IP address and a mask that
defines the addresses that are on the same rack. Therefore, if your racks are
defined by using the top 3 octets, you'd configure ff.ff.ff.00.
