Changes to do with public interface OutputFormat and signatures of apis in it
need not be considered here, because the same changes are done as part of
HADOOP-1230. These changes are not need here because the commit is now part of
OutputCommitter. So, this jira adds OutputCommitter and FileOutputCommitter
classes.
