This patch is in sync with SVN HEAD and works around consequences of 
HADOOP-3780 .

Let's see what Hudson thinks of this. I'm about to go offline until thursday, 
so don't expect any follow up comments until then.

While running tests locally TestFileAppend2 failed once; it was calling 
MiniDFSCluster.waitActive(), but the cluster was still in safe mode. I'm not 
sure if these changes triggered that event, or if it is a race condition that 
has finally surfaced. Let's see what hudson says; its easy to add a 
MiniDFSCluster.waitClusterAlive() to block for the cluster actually being live.
