As suggested by Arun/Sameer, moved the flags to a private class 
JobInitKillStatus.
I have retained initStarted for the reason that schedulers may take time to get 
to initTasks for the job if there are lot of jobs or scheduler threads are busy 
with doing init of other jobs.
