    Fix Version/s: 0.19.0

Initial diagnosis shows that this should be a blocker for Hadoop 0.19 as there 
is a deeper impact. The change is related to the newly introduced setup tasks. 
The impact seems to be that the capacity scheduler is actually initializing 
more jobs than it is supposed to.

The fix, at first sight, appears to be straightforward too, in the capacity 
scheduler.
