Once the number of tasks is incremented in the scheduler, we have assigned it
to the TaskTracker. So, when it comes back in the next heartbeat, this is going
to be incremented on the JT. Is this understanding correct ?
If yes, when the TTs come in for the next heartbeat, the difference in maps
should not be as high as shown in the bug comment. Is this happening ?
