We developed FTP server which work over HDFS.
It fully supports permission.
You can easily test it. It is easily configured by ftp-over-hdfs.conf and 
users.conf.
Server must be run as user who run HDFS.
You can easily mount it under linux by curlftpfs.
Also it support SSL(FTPS).
Source code are also included.
