This is indeed a regression caused by HADOOP-2188. Relaying the error is not a 
good idea since the stack trace is confusing to the caller of RPC. Is it a 
better idea that RPC.waitForProxy checks the root cause of the LocalException 
and retries if the cause is ConnectionException?
