The latest patch also adds correct permissions to files localized as part of 
the distributed cache. In order to do this, I introduced a new API in 
distributed cache to indicate whether the files were localized freshly (i.e. as 
part of the current task's localization), or whether they are already existing 
in cache. I use this API to avoid setting permissions on the same cache files 
repeatedly for each task. If there's a better way to do this, I would be glad 
to know that.

All changes made in the previous patch still hold good, except for minor 
refactoring.

This patch is now complete to the best of my knowledge. Please do offer your 
comments.
