CHUKWA_CONF_DIR is used by chukwa command line scripts, like agent.sh,
jettyCollector.sh When the command line scripts are called through
chukwa-daemon.sh wrapper, the CHUKWA_CONF_DIR environment is not passed to the
command line script. This variable should be exported.
