Annotations and/or taglets may be a great tools to help implement this.  
Perhaps we can limit generated documentation to only include things whose 
annotated scope is public.  If we cannot, then public declarations that appear 
in the documentation that are not explicitly noted as evolving must be 
considered stable, since that's what users might reasonably assume.
