I still feel very uncomfortable about prompting blocks under
"blocksBeingWritten". Basically this changes the state of these blocks.
DataNode does not know that these blocks are being written any more. In the
most recent patch to HADOOP-4692, depending on the state of blocks, block
replication takes different behavior. It may wrongly delete on-disk block if
its length does not match the NN recorded length if a being written block is
prompted to be a permanent block.
