Also, in your patch, the state of the special tasks don't change when the tasks
go from their initial state to the running state. For example, a FAILED_UNCLEAN
task remains at this state until it is done. It would have been good to have a
new state FAILED_UNCLEAN_RUNNING for a FAILED_UNCLEAN task when it is running
(at the cost of additional state management and code). But we can defer this
for now .. until we do HADOOP-4421.
